Ronny De Aza, P.E., CGC, Founder and CEO of Laguna Development, holds a Bachelor’s degree in Civil Engineering and is a licensed Professional Engineer, Certified General Contractor and LEED Accredited Professional. Originally educated as a civil engineer in the Dominican Republic, he is currently completing his Master’s degree in Civil Engineering at Purdue University. With over two decades of experience spanning engineering, real estate development and construction, Ronny brings strong technical knowledge and real-world project leadership to every endeavor.
Ronny’s career includes private consulting, large-scale land development and high-end residential construction. He has contributed to projects covering thousands of acres across South Florida, guiding developments from early due diligence and entitlements through construction. As Founder and CEO of Laguna Development, he leads company strategy, construction operations and project execution, working closely with teams and partners to deliver thoughtful, high-quality results. He is also the Founder and CEO of RDA Consulting Engineers, where he continues to focus on building strong teams and scalable systems that support successful project delivery.
Outside of work, Ronny is a family-focused leader who enjoys spending time with his wife and children. Originally from the Dominican Republic, he enjoys traveling, especially returning home, along with fishing, boxing and sports. He is passionate about mentoring young professionals and supporting others through leadership development and shared experience.
Chief Operating Officer
John Stamoulis, Chief Operating Officer, holds a Bachelor of Engineering in Civil Engineering from Manhattan University in New York City and completed graduate studies in Construction Management at Manhattan University. With decades of experience in real estate development and construction, John has contributed to the development of more than 10 million square feet of mixed-use projects.
John’s background spans luxury residential development, high-rise condominium and rental communities, affordable and market-rate multifamily housing, hospitality, mixed-use, commercial, healthcare, higher education, restaurant and office projects. His experience covers the full development lifecycle, including conceptual master planning, pre-construction, budgeting, value engineering, design, purchasing and field operations. Throughout his career, he has held senior leadership roles including President, Chief Operating Officer and Senior Vice President for several well-regarded organizations.
As Chief Operating Officer, John oversees development and construction operations, business operations and internal systems. He provides leadership and direction to support operational controls, reporting structure and team performance to support company growth and financial strength. His leadership style is grounded in three core principles: integrity, honesty and mutual respect.
Business Development Manager
Leonardo Santos, Business Development Manager, has a background in civil engineering and a strong track record in construction, infrastructure and strategic growth. He holds a Bachelor’s degree in Civil Engineering from Pontificia Universidad Católica Madre y Maestra and has completed professional certifications in entrepreneurship through the University of Maryland, B2B and territory sales strategy and commercial drone operations.
Leonardo began his career in 2008 as an Engineering Supervisor with CORAASAN, where he oversaw the construction of waterworks and public utility infrastructure projects. He later served as a Construction Project Manager with Ing. Liberato y Asociados before founding INTELICON, a construction company in the Dominican Republic. His career then evolved into business development and sales leadership, including nearly a decade as Senior Sales Manager at Consudom SRL. He went on to serve in a senior relationship leadership role at RDA Consulting Engineers, strengthening client partnerships, implementing CRM systems and supporting strategic growth initiatives.
In his current role, Leonardo leads business development, sales and marketing strategy and client relationship management. He oversees CRM optimization, media and brand positioning, drone photography and videography initiatives and supports proposal development for public and private sector opportunities. His approach combines technical understanding with a relationship driven strategy that prioritizes long term partnerships and measurable results.
Outside of work, Leonardo maintains an active lifestyle and is passionate about health and performance. He enjoys spearfishing, weightlifting and pickleball, and is a certified nutrition coach with a strong interest in optimizing physical and mental performance.
Construction Manager
Milton De Aza, Construction Manager, holds a Bachelor of Business Administration from Florida International University in Miami and is OSHA construction safety certified. With more than 10 years of experience in the construction and homebuilding industry, he brings strong operational knowledge and hands-on field experience to residential development across Florida. He is also bilingual in English and Spanish.
Milton began his career in 2013 with a family-owned drywall company, where he built a strong foundation in construction fundamentals. In 2015, he transitioned into purchasing roles with WCI Communities, supporting large-scale residential projects, and later worked with Lennar Homes, gaining experience in production homebuilding, budgeting and project coordination. Since joining Laguna Development in 2019, he has focused on overseeing construction operations for single-family homes across Southwest Florida, helping deliver high-quality residential projects.
As Construction Manager, Milton leads day-to-day construction operations for single-family homes, coordinating with architects, engineers, subcontractors and suppliers to keep projects on schedule and within budget. He oversees quality control, safety standards and site coordination while working closely with project teams to support efficient and successful project delivery.
Outside of work, Milton lives in Cape Coral with his wife and their dog. He enjoys traveling, stock trading, working with computers and playing billiards and hopes to one day become a licensed pilot.
Project Manager
Shariq Ishaque, Project Manager, holds a Bachelor of Architecture from the University of Miami and a Master’s degree in Construction Management from Florida International University. With experience in architecture, construction and real estate-focused project delivery, he brings a strong design and construction perspective to project management.
Shariq began his career in 2021 with London Bay, where he gained experience in high-end residential construction and project coordination. He joined Laguna Development in December 2025 and supports project planning and execution across the company’s portfolio, helping guide projects from early planning through construction completion.
As Project Manager, Shariq manages scheduling, planning, budgeting and project execution. He coordinates closely with consultants and contractors to help keep projects on schedule, within budget and aligned with quality standards while serving as a primary client liaison throughout the construction process.
Outside of work, Shariq is a proud Miamian and has a background in real estate and architectural design. He enjoys staying active by watching and playing sports and working out.
Estimator
Radhames Heredia, Estimator, is currently studying at Florida SouthWestern State College and plans to continue his education at Florida Gulf Coast University, where he will major in Construction Management with a minor in Economics. He brings strong attention to detail and a growing technical foundation to his role in construction estimating.
Radhames has been with Laguna Development for two years, contributing to a range of projects from commercial renovations to new residential construction. During his time with the company, he has supported project teams by helping develop accurate project cost projections and reviewing construction scopes across multiple project types.
As Estimator, Radhames is responsible for reviewing project plans and developing complete and accurate cost estimates that reflect the full scope of work. He works closely with internal teams and trade partners to support project planning and budgeting efforts.
Outside of work, Radhames is an avid football fan and proudly supports the Minnesota Vikings.
Office Manager
Melissa Ferreira, Bookkeeper, holds a Postgraduate degree in Insurance Management from Universidad Interamericana de Puerto Rico and a Bachelor in Business Administration from Pontificia Universidad Católica Madre y Maestra in the Dominican Republic. With more than 20 years of experience in bookkeeping and accounting, she brings strong operational knowledge and financial expertise to support construction and business operations.
Melissa has extensive experience managing payroll, accounts payable and receivable, invoicing, bank deposits and construction loan documentation. At Laguna Development, she oversees project accounting, lien waivers, certificates of insurance and QuickBooks project management, ensuring accurate financial operations across the company.
As Bookkeeper, Melissa manages payroll, processes invoices and payments, supports draw requests and insurance audits, and helps maintain organized, efficient financial systems for projects and operations.
Outside of work, Melissa enjoys spending time with family, traveling and cooking homemade meals.
